How FACTION’s design advice saved $100m on a new correctional centre

The Queensland Government’s planned new Capricorn Correctional Centre north of Rockhampton presented a challenge. The budget was set at $340m but this was set before the client had confirmed its procurement and delivery model.

As part of its strategic advice, FACTION recommended the essential energy plant and other non-secure elements be built outside the wire rather than inside as designed. This would mean substantial savings in the design of the energy plant and in terms of ongoing access by maintenance and operational workers, who would not need to pass through prison security every time. 

The annual operational savings are estimated in the millions of dollars, and the project was delivered for $240 million – a $100 million saving on the original budget estimate.
